FIVE YEARS OF WORK PAPERS
A thirty-year audit partner turned his methodology on the United States government.
This is what he found — and the instruments built from the finding.
The Quiet Collapse is a five-year, ongoing audit of American governance — applying the same accountability methodology used to test whether corporations do what they claim to the institution of Congress itself. Five parts, one finding: the research, the book, AACIF, Operation Citizen, and the weekly articles that keep all three current.
THE WORK PAPERS
The Research
The Constitution is the mission statement. The Preamble is the stated purpose. Five years of research — organized across six analytical pillars — are the work papers. It is the shared foundation beneath three published works below. If you want to audit the auditor, this is the starting point.
CONSTITUTIONAL DRIFT · EXECUTIVE POWER · POLITICAL ENGINE · CITIZEN VS. CAPITAL · STEWARDSHIP · GOVERNMENT WORKFORCE
THREE PUBLISHED WORKS
One finding, three instruments
The book documents what changed. AACIF holds the newest cause of it to the same standard. Operation Citizen turns the record into something citizens can act on.
THE BOOK
What Happened to We the People
The findings memo
Fifty years of governance redirected from citizen to capital — documented, not argued.
AACIF
Controls Built In
The governance framework
AI is the one consequential system never required to declare what it knew before acting, or preserve a record after. AACIF closes that gap — seven boundary assertions, carried across a twelve-layer chain.
OPERATION CITIZEN
Seven Perspectives, One Congress
The live platform
Seven live instruments — the Citizens' League Scorecard, the Capture Index, the Federal Decoupling Risk Map, the Decoupling Record, the Revolving Door Index, the Ledger, and the Legislative Accountability Filter — track Congress from seven angles.
The Articles
Keeping the work current
GOVERNANCE
Congress's ongoing shift from citizen to capital, followed bill by bill.
THIS OLD AUDITOR
Private funds and AI, audited industry by industry.
PROOF OF LIFE
Latest
The newest work, as it's published — from the research, the articles, and the platform.

About the auditor

Thom Barrett spent thirty years as a partner at PricewaterhouseCoopers building the accountability infrastructure that tests whether large institutions do what they claim. He applied that same methodology to a client he'd never audited: the United States Congress. The findings are documented, reproducible, and open to scrutiny.
